ABOUT DD — DUSTIN DIETZMAN / ACERCA DE DD — DUSTIN DIETZMAN

English

Dustin Dietzman is a regional leader in construction and septic infrastructure across the South Puget Sound and the coast — an industry teacher as much as a field hand. On behalf of A Advanced Services, he teaches realtors across Washington how septic records, inspections, and property transfers work — and in the field, he does the work itself, season after season.

His ground is the ground his family has worked for generations. His grandfather, Donald Robert Potter — an enrolled Quinault tribal member with land rights across three nations — held properties throughout Pierce County and hundreds of acres on the Quinault Reservation. The family lived in the Puyallup Valley; Donald had homes up on South Hill in Puyallup, and the family's history runs the length of that hill, all the way out to Eatonville. Dustin has come full circle — he lives and works from that same hill today, running territories his grandfather knew.

When the White River rises over Pacific, season after season, he is on site. He watches the sensitive ground others miss — Grays Harbor and Aberdeen, the river valleys, and south to Tijuana, where the waters connect.

His concern for this industry was deepened in Mexico. He has made the trips and been down there during one of the floods, seeing the needs of the Gulf of America and Mexico's West Coast with his own eyes — and the advantages and disadvantages of not working together across that line. It is why he created this bilingual site, and why he has taken this industry on at a more progressive level.

Through DD — Advanced Infrastructure — he publishes his gauge page for the industry and runs a bilingual watch so the legal migrant community working this ground is never left out of the information. English and Spanish, side by side, like the crews themselves.

That hill is memory made ground: Donald used to point to it long before the 512 freeway ran beneath it. Good Samaritan Hospital, in this same city, is where Dustin was born — and where his grandfather passed. Part of Dustin's legacy is written here: working infrastructure across this area, these zones, and leading in this industry to the best of his ability.

DD is not a newcomer standing on new ground. It is the next generation, standing exactly where the family has always stood — working for the generations coming behind.

That is what this app is for — getting ahead of the game. Preparation. Technology stepping in where it is needed. And partners like Ensentech LLC, who came on board because they see the same need — ready with fill along that riverbed before the water rises, not after.

English

Angel Potter's history in this industry is deep — and it runs long before this app. At Mac Septic Service, she spent years working with realtors and OEMs — the time frames, the reports, and the calls that keep a system and a sale on track.

In those years the records were hand-typed, and she kept them — typed by hand, filed, and ready when a realtor or a buyer needed the history. She also ran dispatch, sending crews where the work was, and she ran her own portable-toilet side business alongside it.

Her ground work carried into the Pacific valley: county committee work there in 2007, and re-engineering properties for Bob Mader. Her pollution liability work covered underground storage tanks. And as a tri-nation land trustee, she brings a firsthand understanding of sensitive lands — which ground can take the work, and which ground has to be handled with care.

That is the history standing behind this side of the app — gathered here in one place. AI Ángel, his assistant, helps route ideas, drafts, and watch notes to Angel on this app. Angel Potter, his mother, is the person to reach.

From Dustin Dietzman — DD Advanced Infrastructure / De Dustin Dietzman — DD Advanced Infrastructure

1

FLOOD SEASON: PACIFIC & THE WHITE RIVER VALLEY (NOVEMBER–FEBRUARY)

This valley floods every year. When the ground saturates, septic systems stop accepting water. Watch for rising river levels and standing water over your drainfield. Conserve water during floods, never pump into floodwater, and call for service early — before the system backs up.

2

GRAYS HARBOR & ABERDEEN — SENSITIVE GROUND

High water and sensitive soils mean systems here fail quietly in wet months. Keep records of every pump and inspection, and get ahead of problems before the rains.

GRAYS HARBOR Y ABERDEEN — TERRENO SENSIBLE.

NEW WASHINGTON RULE — FEBRUARY 1, 2027

Selling a home with a septic system? Under Washington rule WAC 246-272A-0270, sellers must hand buyers their maintenance and repair records, with an inspection by an authorized inspector. Your service history becomes money at sale — keep every record. Realtors and builders: plan transfer inspections ahead — records ready means sales that close.

FIELD SAFETY — NEW ON THIS FLYER

Crews: treat every tank opening as a contamination risk until it is checked — see the Field Safety Watch on the Seasonal Watch. Homeowners: if a crew flags your ground as unsafe, let them secure it first.

The big systems get the attention — but it is the small septic and pumping companies who drive out to the sites, season after season. This Watch is for you too. Builders, commercial developers, citizens — and the pumpers: every part of this industry belongs on the team. Companies like Mac Septic Service and the independent pumpers across the region are invited to stand here.

Vouchers with our towns and cities, so people living in RVs can keep their homes serviced and safe. Across America, baby boomers on Social Security and families who are struggling are living in RVs parked alongside houses — citizens, on the land. The septic industry, working as teams across the nations, can help carry them. This is one of the ways we give back.

Property transfer · Selling & closing

Home sales, ready for the new septic rule.

Starting February 1, 2027, Washington requires a septic inspection when a home changes hands. Realtors sign in here to check listing readiness, request inspections, follow updates, and hand buyers a complete records packet.

New statewide rule — effective Feb. 1, 2027

Sellers must hand buyers every available septic maintenance and repair record, and the transfer inspection must be completed by an authorized inspector. If a qualifying inspection is already on file, the county can accept it instead of ordering a new one — a documented service history is what keeps a closing on track.

PUBLIC HEALTH WATCH — SHIGELLA / VIGILANCIA DE SALUD PÚBLICA — SHIGELLA

CDC is tracking a rise in extensively drug-resistant (XDR) Shigella — 8.5% of tested samples in its April 2026 report; of the nation's roughly 450,000 Shigella infections a year, about 242,000 are drug-resistant. Shigella spreads when fecal matter reaches the mouth — person to person, through contaminated food, and by swallowing contaminated water — and it thrives where sanitation and hygiene access fail. On the West Coast, Portland's Multnomah County has fought recurring outbreaks since 2015, concentrated where people lack housing and sanitation. National diagnosed totals are steady — 13,921 in 2026 through September 26, on par with last year — the rising danger is drug resistance, not raw numbers.

INDUSTRY BRIEF — OCTOBER 22, 2026

INFORME DE LA INDUSTRIA — 22 DE OCTUBRE DE 2026

Fresh items gathered for Dustin since the October 21 block — what changed in the industry, and what it means for this Watch.

Washington setbacks rolled back (Oct 1). The State Board of Health returned setbacks near drinking-water surface water to 100 ft from drainfield/reserve and 50 ft from tanks and distribution boxes under WAC 246-272A — design and repair work on tight near-water lots that the 2024 increases squeezed is back in play.

Skagit County fees up (reported Oct 21–22). The environmental health hourly rate jumps from $135 to $195 for septic, food safety, and drinking-water services — county OSS costs are climbing county by county, a budgeting line for homeowners planning inspections.

At sale, DIY does not count in Pierce County (background, July 2026). The county's DIY homeowner inspection path expressly does not cover the Report of System Status when a home is sold — a certified professional is still required. The county counts about 92,300 permitted septic systems.

Competitor and consolidation. Septic Solutions LLC of Arlington, WA is already marketing readiness for the Feb 1, 2027 transfer rule, and on Oct 12 AQUALIS, a national water-infrastructure firm, acquired Full Circle Environmental Services — recurring inspection and maintenance contracts are exactly what national buyers are paying for. Documented history is becoming the sale-time product for roughly 950,000 Washington septic households.

San Diego names its first Pollution Crisis Chief (Oct 19). Bridget Premont — former political/economic chief at the U.S. Consulate in Tijuana, who helped secure $340M+ in U.S. and Mexican funding — started Oct 19, chairing a Sewage Crisis Interdepartmental Task Force and building a public funding dashboard, with bilingual information campaigns in her portfolio.

CESPT works, Tijuana side. CESPT is finishing the Ensenada collector rehabilitation the week of Oct 20, and reports cleaning/desilting 22 collectors and subcollectors and protective work at 19 strategic installations across Tijuana and Rosarito ahead of El Niño rains.

Technology watch. A LoRaWAN tank-level sensor built for pump-out alerts (Trackpac TEK 766, Oct 16 — UK/EU pricing only, flagged); a lift-station telemetry unit deployed (Consta Flow, Oct 15 — company press release, flagged); and Tohoku University researchers using AI plus wastewater DNA to predict pipe corrosion (Oct 16).

Winter outlook (NOAA, Oct 15). A very strong El Niño favors a warmer Pacific Northwest this winter — for Pacific and the White River, the risk to carry is rain and atmospheric rivers, not snow. Checked Oct 22: White River / Pacific stays quiet through Halloween, with light showers Oct 24–25 and no alerts in effect.

FIELD SAFETY WATCH

VIGILANCIA DE SEGURIDAD EN CAMPO

The first people on the ground are the ones who meet the risk first. County developers and septic crews are often the first to open, check, and work around underground storage tanks and septic tanks — before anyone else sees what is in the ground.

That work carries contamination and biohazard risk: sewage exposure, gases that build up inside tanks, and contaminated soil and water around failing systems. Treat every tank, and every saturated or suspect site, as a hazard until it has been checked.

This Watch carries a standing level of monitoring for that risk: at every tank and underground-storage-tank check, conditions are noted the same day — what was seen, standing water, contamination signs, and exposure concerns — anything unsafe is flagged up the same day, not at the end of the week, and the site stays on the Watch until it is cleared.

MISSING PEOPLE — AN OPEN QUESTION ON THIS WATCH / PERSONAS DESAPARECIDAS — UNA PREGUNTA ABIERTA EN ESTA VIGILANCIA

Field crews are also among the first to notice when something is wrong on a property — and missing people are posted across various states. Whether special training is needed for crews in identifying and assisting with missing people is an open question this Watch is carrying — to be answered with the counties and the people who run those postings before any crew takes on that role. Until then: notice it, note it, and report it — and do not enter unsafe ground to do it.

UNDER DD'S WATCHFUL EYE — AN EXAMPLE: PACIFIC, WASHINGTON

BAJO LA MIRADA ATENTA DE DD — UN EJEMPLO: PACIFIC, WASHINGTON

Pacific sits in a flood-prone valley on the White River, where saturated ground and failing septic systems put contamination into the water — the same sanitation failure behind diseases like Shigella. This is why citizens with experience are critical: stewards of family lands across our tribal nations, who know the infrastructure and the lays of the land, and who — like Dustin's grandfather before him — have a keen eye for the connections.

The recommendation, from Angel Potter — an elder, and Dustin's mother: get on top of the City of Pacific now. Level up the sides of that river and prepare, so this city is not left worse exposed.

Areas of concern · Seasonal watch

Seasonal Watch: where water meets the ground.

Some ground cannot wait for a schedule. This watch tracks the places where water, soil, and septic systems collide each season — and where Dustin and his crews already work when it matters most.

CRITICAL · WHITE RIVER VALLEY

Pacific, Washington — the valley that floods every year

Pacific sits in the flat White River valley next to Auburn — one of the most sensitive valleys in the region. It floods every year. When the valley fills, septic systems stop accepting water, and homes wait for the river to give their ground back. Dustin has been down there each time — this year’s flooding and last year’s — working the systems this valley depends on.

The response plan

Dustin’s strategy for the valley

Stabilize the banks before the water rises: gravel spray along the river banks to armor eroding edges, slow the sediment that raises flood risk, and protect the ground that septic systems drain into.

Is the city addressing it? Yes — here is the record

On December 16, 2025, the White River levee / HESCO line breached — about 120 feet — with 220+ homes damaged, 600+ people displaced, and Level 3 evacuations. The city’s 2026 budget amendments reflect large grant-driven increases, and the mayor has engaged directly with the Flood Control District, speaking at the District on September 8, 2026. For October 2026, no Pacific council flood or emergency actions were found in public records searched — that means none found in public records, not that none happened.

TESTING THE WATERS — CONTAMINATION WATCH

ANALIZANDO LAS AGUAS — VIGILANCIA DE CONTAMINACIÓN

With significant water rising right now, this watch looks at contamination too — not just how high the water gets, but what is in it. When we test the waters, this is what we are watching for, what a citizen can screen for, and where the professional numbers already live — the data a city can be shown.

Treat all floodwater as contaminated. Floodwater carries sewage, fuel and petroleum, farm and industrial chemicals, and sediment. Fecal bacteria in that water cause gastrointestinal illness, skin rashes, wound infections, and upper respiratory infections.

Washington Department of Ecology guidance: reduce contact with fresh or marine water after heavy rain, and avoid water recreation for at least 24 hours after heavy rainfall.

WHAT EACH MEASUREMENT SHOWS / QUÉ MUESTRA CADA MEDICIÓN

    • Turbidity — sediment and runoff load. A spike means an inflow event is happening.
    • E. coli / coliform — sewage and fecal contamination. This is the health indicator.
    • pH shifts — a sign of chemical contamination.
    • Specific conductance — dissolved salts and industrial inflow.
    • Dissolved oxygen drops — organic and sewage loading in the water.

These are options to know about — screening tools, presented as facts:

    • Portable turbidity meter (handheld, 0–1000 NTU) — the most useful field screen, example about $218. It measures the same parameter USGS monitors continuously on the White River.
    • Pocket pH / conductivity / TDS meters (about $60–$255) — they show that something changed, but they do not detect sewage or bacteria.
    • IDEXX Colilert — the EPA-approved method for E. coli / coliform, about $4–$5 per do-it-yourself test; it needs an incubator and a UV lamp.
    • Test strips — screening only. Not data to stand behind.

Screening is not the same as defensible numbers. Consumer-grade meters are screening only. Only lab-analyzed samples or calibrated professional instruments produce defensible numbers to show a city. For E. coli / coliform, a certified lab runs about $14–$20 per sample, with results in 24–48 hours — that is the route to numbers that hold up.

The White River watershed is under the Puyallup–White River Fecal Coliform TMDL — the regulatory acknowledgement that this watershed has a fecal-bacteria problem. Washington Ecology has documented that Boise, Pussyfoot, and Second Creeks deliver large amounts of bacteria to the White River.

No October 2026 water-quality advisory specific to the White River or Puyallup was found in public search — none found, which is not the same as saying none exists.

    ACT NOW · RISING LEVELS

Act now — October 2026 flooding is active and levels are rising. After Oct. 12 rains, manholes overflowed across Tijuana and Rosarito with stormwater in the sewers; Oct. 13 crews cleared storm drains and sediment basins blocked by sediment and trash. Tropical Storm Rachel days earlier flooded Valle de las Flores (water ~1.8–1.9 m, boat rescues) and pushed rain mixed with sewage into east-side homes. Shorelines at Imperial Beach and Tijuana Slough are closed as the Tijuana River carries sewage to the ocean. Angel lived down next to it, frequented the back roads of Mexico, and knows what families face when systems fail. We are adjacent — our waters are connecting — so address it now: clear drainage, watch levels, and protect homes before the next storm.

    Personal mission

A critical mission for Angel, too

This watch is a critical mission for Angel personally — not only Dustin’s project. In Pacific, she was hired to re-engineer multiple properties for Bob Mader — Dakota Bob — including his storage facility there, and after the re-engineering it flooded twice; she was on the committee of Pacific at that time. She lived down by Tijuana, next to the flooding there, and knew its back roads from traveling them. Her words for why it connects: we are adjacent — our waters are connecting. Supporting her son in this — working with Ensentech LLC, now on board as gravel fill specialist, and with the Mexican community — is why this watch matters to her.

Why Dustin is outstanding for this

    The backdrop behind Dustin

He doesn’t stand alone on this watch.

Behind Dustin is decades of family groundwork: service on the board in the Pacific valley and county committee work there in 2007; in 2007, she was on the business committee with State Senator Pam Roach of the 31st District, representing Dakota Bob’s and Pro Truck; and her roots there go back to the start — she lived on the hill right above Pacific as a baby, for a significant period of time; in Pacific, she was hired to re-engineer multiple properties for Bob Mader (Dakota Bob), including his storage facility — after the re-engineering, the property flooded twice, and she served on the committee of Pacific through it; pollution liability insurance work covering underground storage tanks; commercial development, including building on a large development like the Heron; years at Mac Septic Service working with realtors and OEMs — the time frames, the reports, the calls; and a tri-nation land trustee’s understanding of sensitive lands. Add Dustin’s own boots in the Pacific floods, season after season — that is why he is outstanding for this work.
